The consulate will review the document and supporting documentation and decide whether or not to issue a legalization certificate. If they determine that everything is in order, they will issue a certificate attesting to the authenticity of those documents. Once a document has been legalized by a consulate, it can then be used for its intended purpose in the destination country.
