The legalization of documents is a special procedure required to prove the validity of documents issued in Ukraine. It is done at ministries and consulates.
The procedure for legalizing official documents applies to countries that are not parties to the Hague Convention of 1961, which abolished the legalization requirement for public documents.

It may include the following stages, depending on the country where you will use your documents.
Stage 1
Affixing legalization stamp at the Ministry of Justice of Ukraine
- To legalize educational documents, a notarized copy should be made first.
- Originals need to be provided to legalize notarial acts (marital status statement, power of attorney, parental consent to their child’s travel abroad, and others), as well as for civil registry documents (birth certificate, marriage certificate, extract from civil registry, a document certifying that a person’s first or last name has been changed, divorce certificate, death certificate, etc.).
- Originals are needed for legalizing documents issued by the Ukrainian authorities (medical certificates, residence registration certificates, certificates of no criminal record, documents issued by courts), but in some instances, a notarized copy is also required.
Stage 2
Affixing a legalization stamp at the Ministry of Foreign Affairs of Ukraine
Stage 3
Translation and notarization of the translator’s signature. Translation cost depends on the document’s volume, but the fee for notarizing the translator’s signature is normally fixed.
- Two options exist for notarizing translations of notarial acts, civil registry records and documents issued by the Ukrainian authorities: either the document’s original or the scan copy may be notarized. Within the latter option, the notary certifies both the copy and the translator’s signature.
- Some countries (g., Canada) require that legalization stamps be affixed once again by the Ministries of Justice and Foreign Affairs after the notary has certified the translator’s signature. Hence, legalization periods may vary depending on the documents and the country of submission.
Stage 4
At this last legalization stage, the Consulate (Embassy) of the country concerned affixes its stamp on the document. Each Consulate establishes its own fee for this procedure.
Documents should meet the following requirements:
- an original document must be presented (no lamination)
- the document should be of the current standard form (otherwise, a standard form duplicate should be obtained)
- an authorized individual who will arrange for the legalization should have a notarized power of attorney for this (it must be done to ensure that the company employee is legally authorized to represent you before the state authorities of Ukraine)
The following documents can be legalized:
- educational documents (diplomas and supplements thereto, school diplomas and supplements thereto, certificates (of specialized training or a specialist’s certificate, etc.), documents issued by universities, and others
- notarial acts (marital status statement, power of attorney, parental consent to their child’s travel abroad, and others)
- civil registry documents (birth certificate, marriage certificate, extract from civil registry, a document certifying that a person’s first or last name has been changed, divorce certificate, death certificate, etc.)
- documents issued by the Ukrainian authorities (medical certificates, residence registration certificates, certificates of no criminal record, documents issued by courts)
